This attitude is the problem, and unfortunately CCP has yet to make the needed changes to change these players minds and make winning valuable.
If CCP really wants to make all players participate in battles they need to:
Boost the rewards for winning.
Decrease the rewards for loosing.
and remove rewards for those sitting in the red-line. Heck I'll take it a step farther. You should have a 15 second timer in your own red-line as well. Stay in it too long and you die. Yep. No sitting in the red-line for anyone. Its a safe spawn point, not a safe place to play a match from after all.

Nice, but you let him keep sniping for too long.

No sir, I am not upset about the other team sitting in the red line but my own. Far be it from me to decide how the other team chooses to loose. That is entirely their own affair. My own team on the other hand, well, let us just say that I will never support a coward.
What you are saying about players who loose, in the context of my decreased rewards for loosing scheme, is pure and utter hogwash. Why, just this weekend past I proved that without a shadow of a doubt one can stomp all over the other team witha squad full of people in starter medic fits. TTK being as low as it is what suit you wear is almost irrelevant as long as you keep your guns pointed in the same direction. It'll be a rare red dot that doesn't think twice now when he sees my alt, who has zero sp devoted to skills beyond tanks mind you, rushing about in a medic suit like a czarist on holiday.
Of course sir, if loosing rewards were decreased and your steward failed to inform you, thus causing you to bring proto gear into a very much one sided battle in your opponents favor, then you would in fact loose money. Only an ignoramus would continue do loose money match after match though. No no, I dare say that most players, even the daftest fellows, would soon learn to maximize their profits even under the most dire circumstances.
Now sir, back to the note of your insult. I would caution you to keep such slanderous language to your lugubrious friends down at the gin house. The gentlemen and women of Molon Labe. and Molon Labe PC have nothing but the utmost respect for other players of this game and you would do well to show us equal respect.

Secondly, you can't tell me that people who were always on winning teams wouldn't always proto stomp. It's happening now in pubs and fws. A duvolle would destroy a person using a malitia ar or even a gek. Don't get me wrong, you can still kill people that proto stomp but it is significantly harder.
All I'm saying is if a team had the misfortune of losing because of blueberries then they may get to a point where they wouldn't be able to be as effective. And for the record, I don't think a whole squad should snipe. I'm talking two people at most for support. If ccp put more emphasis on winning instead of getting a butload of wp for killing that would fix a lot of the problem.
Perhaps you haven't spent much time reading posts from my corp mates. We are by far one of the least whiney groups you will ever meet.
As to your second point, a friendly red-line timer wouldn't matter at all in the case of proto-stomping. Some people are always going to do it and because of the mountains of isk people have stockpiled its not going to stop.
If a team keeps loosing because of blue-berries they just need to run a few games entirely in free gear and they will make up all that they have lost. Making isk is far too easy in this game, and even with reduced loosing rewards players who are consistently loosing can make massive profits in free fits.

This is a poor argument against my idea.
1) There is no reason they can't still deny their opponent isk once they are redlined. Just spawn together move as a group in starter fits and you'll do a good amount of damage before you go down.
2) If you're running alone and expecting to do well you're doing it wrong. Especially with all the public squads up in squad finder there is never a reason to run solo anymore.
3) A pistol scout is a very situational build. It is great at close quarters but awful everywhere else. If you get redlined you just need to switch to a starter fit and blast away. There is no cost to you and you can still mess stuff up, especially if you are deploying in a pack with a squad.
The penalty needs to be imposed because too many people spend the entire match either sniping from the redline (and contributing far too little to their team) or spinning in circles collecting AFK isk (thanks to their amazing ability to put a rubber band around one of their analogue sticks, that anti-afk fix did noting CCP). My proposed fix not only stops both of these behaviors dead in their tracks but forces everyone to actually play to win. What would you suggest that would accomplish both of those goals?
